Who is an Internally Displaced Person (IDP)? How can we make sure that IDPs are identified in a consistent and reliable manner in surveys across contexts and time, while avoiding under- or over-reporting?
This publication analyses different approaches, building on a comprehensive review of 24 questionnaires used in profiling exercises between 2011 and 2019 across 21 countries. It also reflects on the set of questions put forward by the International Recommendations on IDP Statistics (IRIS) for censuses, and discusses key considerations to take into account at the different stages of the questionnaire design process linked to the accurate identification of IDPs.
The closing chapter consolidates insights and lessons learned into a set of recommendations that can advance practice of the wider community working on IDP data, as well as inform the ongoing work of the Expert Group on Refugee and IDP Statistics (EGRIS) on expanding the IRIS question set.
